ROVANIEMI — A single-engine light aircraft entered the Kemijoki river at approximately 14:30 on Thursday afternoon in conditions the Lapland Regional Aviation Authority has classified as consistent with a Type III Näkki Interference Event. The aircraft, a Cessna 172 registered to a Rovaniemi-based flight instruction operator, came down in a shallow channel approximately 3.4 kilometres south of the city centre near the Saarenkylä district. The pilot, identified in municipal records as a licenced private aviator, was recovered from the riverbank by emergency services and found to be physically unharmed. He is currently cooperating with the Kemijoki Näkki Warden's office.
The Kemijoki Näkki Warden, acting under authority granted by Municipal Ordinance 1987/44 (Waterway Entities: Responsibilities of Municipal Officers), has issued an interim closure of river Section 14B, spanning the reach between the Saarenkylä road bridge and the southern slope of Ounasvaara. All recreational watercraft, swimming, and subsurface salvage operations within the designated area are suspended pending the Warden's site assessment. The Warden's office confirmed the closure is precautionary. No unusual surface activity has been recorded since the initial incident.
Citizens wishing to recover property from the submerged aircraft must submit Form W-7: Authorisation to Recover Property from Näkki-Designated Waterways to the Warden's office at Rovaniemi Civic Centre, Room 11B. Processing time is currently twelve to sixteen weeks. The Warden's office noted that unauthorised recovery attempts are "strongly discouraged for reasons that are difficult to communicate in writing."
The pilot has declined to make a public statement. A preliminary report from the Lapland Regional Aviation Authority found that conditions at the time of the descent were clear — visibility exceeding twenty kilometres, surface wind below three knots. The report further notes that the engine ceased functioning without identifiable mechanical cause and that the descent trajectory was inconsistent with a standard forced landing. The aircraft has not yet been located. The investigation is ongoing.
This is the first recorded Type III event at Section 14B since the winter of 2019, when a snowmobile was recovered from the ice with its engine still running and its operator absent. The operator was located on the opposite bank three days later, in good health but with no memory of the intervening period. He subsequently relocated to Tampere.
The Warden's office advises residents and visitors using the riverside walking paths to remain on the designated gravel surface and to avoid prolonged eye contact with the water.
