NATO Forward Land Forces Command Formally Activated: Lapland Entity Authority Requests Proximity Declaration for Permanent Installation

ROVANIEMI — The formal activation of NATO’s Forward Land Forces Multinational Staff Element in Rovaniemi has triggered a mandatory filing requirement under applicable municipal ordinance, the Lapland Regional Entity Authority confirmed on Friday.

The Authority notified the Ministry of Defence that any permanent installation within 2.3 kilometres of a registered entity corridor must complete Form EB-4 (Entity Boundary Declaration) before achieving full operational status. As of the date of this report, Form EB-4 has not been received by the Authority.

“We welcome the alliance’s continued commitment to the region,” a spokesperson for the Entity Authority said. “We ask only that the commanding officer review the provisions of the Kemijoki Section 14B closure and ensure that all incoming personnel complete the standard Lapland Orientation Briefing before approaching riverine zones.”

The headquarters, which becomes the first permanent NATO land forces command in the Nordic theatre, will accommodate several hundred multinational staff. The Entity Authority confirmed that personnel from nations without bilateral entity awareness agreements — which presently includes all NATO member states except Finland — are subject to restricted access within 500 metres of active waterways.

Three incidents involving foreign military personnel and the riverine näkki population were recorded during last autumn’s exercise period in the greater Rovaniemi area. Each was classified Category 1 — Incidental Contact. None resulted in permanent submersion.

Personnel currently stationed in the region should consult the applicable entity ordinance guidance for current protocols. The Kemijoki Section 14B closure remains in effect.

The commissioning ceremony was attended by representatives of fourteen member states. The Lapland Regional Entity Authority was not invited; they attended regardless, in an advisory capacity. Their observations have been forwarded to the relevant municipal committee under Article 17 Protocol and will be released in partial form upon completion of review.

Residents of the Hirvas corridor are asked to report unusual accumulations of military personnel near waterway margins to the regional Entity Duty Warden. After 21:00, residents should remain indoors until further notice.
