The Kemijoki Näkki: Resident Information and Applicable Ordinances

The näkki registered to the Kemijoki corridor is a Type III riverine entity operating under the entity management framework established by the Lapland Regional Threshold Management Compact. As of the date of this publication, one näkki individual is officially registered to the Kemijoki river system within the Rovaniemi municipal boundary. Additional individuals may be present in sections of the river not subject to active monitoring.

Classification and Behaviour

The Kemijoki näkki holds a Type III classification under the Regional Warden Office system. Type III designation indicates: confirmed territorial behaviour, documented interaction with human subjects, and the capacity to cause material loss to watercraft and associated personnel.

The entity is associated with subsurface territories between the Lumberjack's Candle Bridge and the river confluence at Saarenkylä. It has been observed at the surface during hours of low light and, on two occasions confirmed by the Warden Office, during full daylight. Observers report the entity as approximately human in profile when viewed from a distance. Closer observation is not recommended and has not been officially sanctioned since the Type III incident of 2025.

The näkki does not respond to municipal communications. Three written notifications have been delivered to the relevant river section since 2023. None has been acknowledged. The Warden Office notes this is consistent with Type III entity behaviour and does not indicate hostility, specifically.

Section 14B

Section 14B of the Kemijoki — the stretch between kilometre markers 4.2 and 6.7 measured from the river mouth — is closed to all civilian watercraft under Standing Order 14(b)(i) of the Waterway Management Protocol. The closure was enacted following the 2025 Type III aircraft incident and remains in effect. There is no projected reopening date.

The closure applies to all vessel types including motorised craft, rowing boats, kayaks, paddleboards, and inflatable recreational equipment. Allied military watercraft are subject to the same restrictions.

Swimming, wading, or deliberate submersion within Section 14B is prohibited. Accidental entry should be reported to the Warden Office using Form W-2 (Riverine Entity Exposure — Self-Report). Submission is voluntary; however, failure to submit Form W-2 within 72 hours of exposure may result in the Warden Office initiating a welfare check.

Visitor Guidance

Visitors are advised to observe the Kemijoki from designated riverside viewing areas only. The area between the Science Centre Pilke and the Lumberjack's Candle Bridge is considered low-risk for daytime visitors who maintain the posted distance from the riverbank.

The Regional Administration acknowledges that the näkki is an established feature of the local ecology and does not recommend alarm. Residents and visitors are asked to report any of the following to the Warden Office: disturbance to the river surface without identifiable cause; sounds described as low-frequency or rhythmic emanating from the water; loss of time near the riverbank; or the sensation of being observed from below.
