Allied Forces in the Lapland Entity Zone: Information for Non-Finnish Military Personnel

Non-Finnish military personnel stationed in Rovaniemi and the wider Lapland region are subject to all applicable municipal entity ordinances without exemption. This requirement was confirmed in the Bilateral Entity Management Compact (BEMC), signed in conjunction with the establishment of the NATO Forward Land Forces Multinational Staff Element in the city. Personnel are advised to familiarise themselves with the relevant ordinances before commencing duties.

Kemijoki Section 14B

Section 14B of the Kemijoki river remains closed to all watercraft, including vessels operating under NATO command authority. The closure predates the current bilateral arrangement and is maintained under Municipal Waterway Ordinance 9(c). The Section 14B resident entity has been classified as Category 2; its territorial range extends approximately 400 metres upstream from the designated closure markers. Personnel are advised not to approach the markers after dark. The markers are not illuminated.

Ounasvaara Training Perimeter

Military exercises conducted within the Ounasvaara fell perimeter require prior notification to the Regional Warden Office on Form MP-3 (Military Exercise Adjacent to Classified Entity Zone — Advance Notification), submitted no fewer than five working days before commencement. Failure to submit Form MP-3 has historically produced incident classifications that cannot be resolved through standard military channels. The current Grade 1 Disclosure Protocol at the Ounasvaara perimeter remains in effect.

Personnel Registration

All non-Finnish military personnel entering Rovaniemi are required to register with the Municipal Entity Exposure Registry within 48 hours of arrival, using Form MP-1 (Allied Personnel Entity Exposure Declaration). Personnel who have previously crossed the Arctic Circle threshold at any designated point should declare this in Form MP-1, Section C. Undeclared prior crossings are considered a registration irregularity.
