ROVANIEMI — The Lapland Sound Emission and Proximity Advisory Board has issued a Class A Proximity Notice to a three-member acoustic ensemble operating from a sub-ground rehearsal facility on Maakuntakatu, following confirmation that documented activity at the premises is producing resonance patterns consistent with Category II entity vocalization.
The ensemble, designated THREAT LETTER in municipal records, has been subject to two previous Sound Ordinance Compliance reviews since registering with the Rovaniemi Cultural and Civic Activities Registry in 2023. A closure order issued last autumn under the Lapland Sound Proximity Act (2017), Section 7(a), was overturned on administrative appeal in February. An internal review completed this month has reclassified that original closure order as an operational error — the first such classification under the Sound Proximity Act in eleven years.
The formal notice, issued under Form LE-3 (Entity-Adjacent Resonance Classification), requires the ensemble to obtain Acoustic Clearance certification before any further rehearsal or performance activity may take place. Applications are processed by the Sound Emission Compliance Division at Hallituskatu 7 and require a minimum 48-hour acoustic cessation period, a site inspection, and written confirmation from the Kemijoki Environmental Monitoring Station that riverbank vocalization levels have returned to ambient baseline.
Municipal records indicate that during the ensemble's third documented rehearsal event, residents of the adjacent ground-floor unit reported luminescence from drainage fixtures lasting approximately four minutes. Two residents subsequently submitted Form W-2 declarations (Witnessed Luminescence) to the municipal registry. A separate report, filed by a building maintenance operative, describes responsive vocalization from the Kemijoki riverbank approximately 900 metres to the northeast. That section of the river falls within the extended monitoring perimeter established under the Kemijoki Näkki ordinances.
The Sound Emission Compliance Division confirmed that recorded acoustic output from the ensemble matched Category II entity vocalization frequencies on three separate occasions. The ensemble's most recent rehearsal event, occurring immediately prior to the issuance of the notice, has been internally designated Last Order Was a Mistake — a reference to the administrative reclassification of the overturned closure order.
Residents of the Maakuntakatu building are advised to seal all drainage access points during hours of darkness until the monitoring period concludes. The Sound Emission Compliance Division anticipates completing its assessment within three to four weeks.
