ROVANIEMI — The arrival of NATO's Forward Land Forces Multinational Staff Element in Rovaniemi, confirmed by the Ministry of Defence on 16 February, has prompted the Rovaniemi Municipal Entity Management Office to issue Supplementary Annex RM-E, an addendum to the alliance's standard deployment documentation detailing the entity management obligations applicable to allied personnel under Finnish municipal law.
The Annex was transmitted to NATO's Allied Rapid Reaction Corps through the Finnish Defence Forces on 19 February. A civilian summary was made available at the Rovaniemi Civic Centre the following day. Copies may be obtained at Room 11B during standard office hours.
All military personnel stationed in Rovaniemi — regardless of national origin or security classification level — are required under Municipal Ordinance 1987/44 (Waterway Entities: Responsibilities) to file Form R-12 (Non-Finnish Military Personnel Entity Encounter Declaration) within 48 hours of any qualifying incident. The form is available in Finnish, English, Norwegian, and German. A French-language version is pending approval from the Regional Translation Office; French-speaking personnel are currently directed to the English edition.
The Kemijoki Näkki Warden's Office confirmed it has been briefed on the incoming contingent and that Section 14B remains closed to all watercraft, including vessels operating under NATO Status of Forces agreements. Standard clearance applications for reconnaissance or salvage operations within the closed section require twelve to sixteen weeks to process. Allied personnel should not assume that SOFA provisions entitle them to expedited review.
Personnel who cross the Arctic Circle in the course of official duties will be registered under Compact 7-A's threshold enumeration provisions, as administered by the Arctic Circle Threshold Enumeration Office. The Lapland Regional Transit Authority has confirmed that Compact 7-A obligations are not suspended under Status of Forces arrangements. Allied personnel who have already transited via Rovaniemi Airport are advised to contact Secondary Processing Suite 4B to verify that their threshold crossing has been correctly logged.
The Rovaniemi Municipal Council has requested that civilians report any unusual phenomena observed near the new staff facility using Form M-1 (Civilian Witness Declaration), available at the Civic Centre, rather than contacting NATO's public affairs office. The public affairs office does not currently maintain a processing protocol for such submissions.
A spokesperson for the Ministry of Defence confirmed that entity management obligations had been "noted" in the deployment briefing materials. They declined to indicate whether Annex RM-E had been formally incorporated into the Staff Element's force protection planning.
