ROVANIEMI — The Lapland Regional Construction Oversight Office has issued a preliminary Entity Adjacent Classification notice, Form CEA-7, in respect of a planned resort expansion in the Ounasjoki watershed initiated by Arcturus Nordic Holdings, a hospitality group operating several existing leisure facilities in the northern Baltic region. The development, comprising 84 cabin units and a thermal spa described in promotional materials as offering a "six-sense Arctic immersion experience," is sited approximately 34 kilometres south-southwest of the Arctic Circle threshold boundary. Construction has proceeded on schedule notwithstanding the classification notice.
A measurement drone belonging to the company's survey team was recovered on Thursday at 14:52, hovering motionless at 4.3 metres above a designated peat zone at the site's northern boundary. The drone had been unresponsive to all recall commands for nine hours and forty-one minutes. Its onboard memory contained six minutes and eleven seconds of survey footage, followed by eight hours and fifty-four minutes of tonal static, followed by a three-second recording of the drone's own shadow, photographed from directly beneath. The memory card has been transferred to the Warden Office.
The survey team's lead technician, Pekka Vahtola, was reported absent from the site perimeter at 06:14 the same morning and was located at approximately 17:00 at a motorway services area on the E75, eleven kilometres from the survey boundary. Vahtola was assessed as medically unremarkable. He declined to make a statement. The Warden Office has logged the matter as a Category B Unexplained Proximity Event, pending review.
Arcturus Nordic Holdings confirmed in a written statement that its development timeline remains unaffected. The company did not address the Form CEA-7 classification, the drone recovery, or the presence of an as-yet unidentified watercourse on the site that has been assigned a Category B sensitivity rating by the Construction Oversight Office.
Two comparable Category 2 entity adjacent classifications have been issued in the past eighteen months to developments within the outer Ounasjoki system. One was reclassified to Category 4 following ground-penetrating radar anomalies during foundation work; the operator subsequently withdrew from the project for reasons described in public filings as "commercial." The other classification remains under review.
Residents adjacent to the proposed development are advised to report survey stake positions that appear to have been repositioned overnight, and any low-frequency audio phenomena — particularly tonal clusters occurring at intervals divisible by seven — to the nearest Warden Office. The office operates Monday through Friday.
