ROVANIEMI — Rovaniemi Airport recorded its one millionth passenger on 19 December 2025, automatically triggering the invocation of Compact 7-A under Article 14 of the Lapland Regional Transit Authority's standing operational conditions.
The millionth passenger, a German national travelling with two companions on a seasonal package holiday, was escorted to Secondary Processing Suite 4B upon disembarkation at Gate 3. An official from the Arctic Circle Threshold Enumeration Office confirmed the passenger had been "advised of their new status" and was "engaging appropriately with the documentation."
"The compact activates at each millionth threshold-crossing since the airport's establishment in 1940," said the official, speaking under non-attribution provisions of the Compact Management and Passenger Welfare Act (2003), Schedule C. "This is the third activation in Rovaniemi Airport's operational history. We have the forms."
The official declined to specify the compact's full obligations, noting that Schedule B prohibits public disclosure of conditions accruing to private threshold-holders. A written summary of the passenger's requirements is expected to be delivered to their registered address within eight to twelve weeks. Where the home address falls outside Finnish jurisdiction, processing may require additional time.
Finavia, which operates the airport on behalf of the Finnish state, issued a brief statement describing the milestone as "a celebratory occasion" and confirmed that "a small surprise" had been arranged for the passenger at the time of processing. The nature of the surprise was not disclosed.
Secondary Processing Suite 4B has been withdrawn from general airport operations until further notice. Passengers requiring Concourse B access should use alternate routing via the marked yellow line. The section of flooring between pillars 7 and 11 remains taped over; staff have been instructed not to comment on this.
The Threshold Enumeration Office notes that the two-millionth crossing is projected for winter 2031 under current passenger volume trajectories. Travellers wishing to confirm their crossing number may submit Form T-1 (Crossing Index Inquiry) to the nearest Warden Office. Current processing time is 22 to 30 weeks.
Visitors to Rovaniemi Airport are reminded of all current municipal advisories, including the ongoing closure of Kemijoki Section 14B.
